Frogmore Lane, Hambledon
The development at land adjacent to Frogmore Lane comprises the approved redevelopment of previously developed land to deliver eight high-quality family dwellings in a sustainable location immediately adjoining the settlement boundary. The scheme demonstrated a successful, policy-led approach to residential development beyond the defined settlement limits, while also establishing a robust foundation for the progression of a subsequent application on the remaining land to the rear in collaboration with the wider professional team.
The proposal sought to replace redundant equestrian buildings with a sensitively designed residential scheme that responded appropriately to the character of the surrounding area and site context. Throughout the planning process, key considerations included highways access and safety, drainage, noise impacts from nearby kennels, ecology, and wider environmental constraints. A proactive and collaborative approach was maintained with Planning Officers and the consultant team to ensure all technical and policy matters were comprehensively addressed.
Robust highways solutions were developed, including the provision of safe two-way access arrangements, appropriate visibility splays, and suitable refuse vehicle manoeuvrability. A detailed drainage strategy was prepared incorporating an attenuation tank and permeable surfacing to manage surface water effectively. Noise impacts arising from nearby kennels were assessed through detailed technical work, with mitigation measures incorporated into the scheme design to protect future occupier amenity. Ecology and environmental considerations were also carefully addressed through biodiversity net gain measures, bat mitigation, and nitrate neutrality secured by planning condition.
The scheme aligned with local and national planning policy objectives, including making a meaningful contribution to the Council’s Five-Year Housing Land Supply, and successfully secured planning permission at Planning Committee with support from both Officers and Members. In addition to delivering much-needed housing, the redevelopment of the underutilised site resolved long-standing antisocial behaviour issues associated with the land, creating a safer, quieter, and more attractive environment for neighbouring residents. The project demonstrates how well-considered redevelopment proposals can successfully unlock sustainable residential opportunities while balancing technical, environmental, and community considerations.
